Historically the Kennedy administration was involved in planning & developing a national performance arts center before his death. That complex became 1 building was a change from JFK input as earlier plans called for site to have 3 separate buildings. It became dedicated in memorium – after death (normal) – while yet started of a President had authority to have such a project.
